Pronunciations of the word "material"

I know the common one where the stress is on the second syllable. but I heard a weird one where the stress is at the end (mə-'t air-ee-al) in a speech today. Quote:

There's currently no full transcript available for this video, I just dictated that from the video, I think the word is material but I don't know why he's pronouncing it that way🤔 or maybe just a mistake?
