Pronunciations of the word "material"

I know the common one where the stress is on the second syllable. but I heard a weird one where the stress is at the end (mə-'t air-ee-al) in a speech today. Quote:

We're not going to facilitate making a movie If you're gonna give the Chinese Communists the editing and censoring pen. - Ted Cruz speech on Senate Floor, Jul 22, 2020"

There's currently no full transcript available for this video, I just dictated that from the video, I think the word is material but I don't know why he's pronouncing it that way or maybe just a mistake?

Not at all. The word you heard is far less common than 'material' in everyday language.
