[General] [seek for help] Does e in error sound like a instead of /ɛ/ ?

Does e in error sound like a instead of /ɛ/ ? if yes , why? I am always being told e should be pronounced as /ɛ/ . But when I hear people say word "error", it sounds like a-rror.
 
It sounds the a in "arrow".
 
It sounds like /ɛ/ to me. In fact, the whole word is pronounced exactly like 'terror' without the 't'.
 
I've never heard "error" pronounced as if the first letter were like the "a" in "arrow".
