What does "sharp-edged blue" mean here? Does it mean "penetrating look" or just "bright blue eyes?

We sometimes refer to a 'piercing gaze', meaning one that seems to look directly into you own eyes. Sometimes it's the color which makes the eyes startlingly vivid.

It might just be a slight twist on the phrase 'piercing' by referring to them as cutting or slicing (i.e. sharp-edged).

The phrase 'cutting gaze' exists in English literature, but just barely compared to 'piercing gaze'. However, if you look only at 'cutting gaze' (simply remove 'piercing' from the Ngram search), you'll see that it has seen steady, sharp increase since about 1960.
