I've never heard it and I haven't found anything useful online, even in slang dictionaries, but it strikes me that it probably means something like "conning" or "cheating". It sounds like the person who leased the surf shop to them was running some kind of shady deal.

To front someone something usually means to loan​ it to them. I can't make sense of the bit of dialog.
