Note that your original question should have been "What would an English speaker call ...?", not "How would ...?"
 
Stairs are steps which connect the different levels within a building. Steps outdoor, which are part of walkways or passages are just called steps and not stairs.
 
There was a TV show called "Stairway to Heaven". Where was that stairway located? Inside or outside?
