I just came across the following sentence on petition.parliament.uk: "Taxpayers paid £100bn Energy price support and £10bn Ukraine military and other aid to date.". Isn't it supposed to be 'have paid' there? Might that be a typo?

It's either a typo or a plain and simple error on the part of the author. If you copied it exactly, I suspect it's an error since they incorrectly capitalised "energy" as well.

My English used to be heavily influenced by the way they spoke the language in the U.S. state of Connecticut. That's where I picked up 'to be supposed to do something'. Is my usage of it absolutely incorrect or is 'should' just a better option in this case?

@White Hat I guess it's an Americanism. (I'm fine with it.) In any case, "Shouldn't it be" is a bit more natural (to me):and is shorter (@emsr2d2 is British.)
