Does it mean that those batteries are made/designed so that they have the ability to last for a year?

Or, it just means that they are expected to last for a year?

Without further context, it could be taken to mean either "It's generally expected that those batteries will last a year" or "The manufacturers make them with the intention of them lasting a year".

I was looking up "to be meant to do something", and the dictionary's explanation is "to be intended to do something".

Yes. However, it depends on on usage. When they say the batteries are meant to last a year it's an estimate based on expected usage.
