I was wondering what the meaning of 'chills' and 'have yet to arrive' could be in here.

After all, we typically associate surges of dopamine with pleasure, with the processing of actual rewards. And yet, this cluster of cells is most active when the 'chills' have yet to arrive, when the melodic pattern is still unresolved.

'The chills' is the feeling you get when the melodic pattern resolves.

have yet to arrive means 'have not yet arrived'.
 
It sounds like the idea that anticipation is better than the real thing to me.

I'm not sure where you think you can see the present perfect there. "Have yet to arrive" isn't the present perfect - that's "have arrived". The "yet" version is an alternative to it.

They have yet to arrive = They have not arrived yet.
