What is the meaning of "going to be speaking " ?And What is the grammar rule for it?

I am not a teacher.

It's not "to be speaking", it's "going to" + "be speaking". It's speak in a continuous form.

What is he going to do?
He's going to speak/be speaking about...

The tense here is called future continuous. It is used to talk about an event/action/... that will be in progress in the future.
We can use either of the following forms:
- Subject + will + be + verb + ing -> e.g. "I will be speaking to you."
- Subject + going to be + verb + ing -> e.g. "I am going to be speaking to you."
