What's the most common translation for "série télévisé" (French), in English. TV novel? Sopa Opera? Was "Dallas" in the mid 80's a TV serie, a soap opera, a TV serial??

I'd say Dallas was a soap opera. French uses "série televisé" for both soap operas and TV series.
 
It was one of the first night time or prime time soaps.
 
And can I say "A TV series"?

Yes. You can say "a TV series" to speak about one particular series, like "Seinfeld." Or to speak about more than one, like "the network is debuting several new series this fall."
