Hi my friends.Could you help me telling me the difference between these two sentences?

a-The woman was walking the street...
b-The woman was walking down the street...

Thanks...after I posted this thread, a friend of mine (who happens to be native English speaker from New Zealand) told me that the difference is that “walking down” means walking with specific purpose or destination and just “walking” means walking without any specific destination or purpose, similar to wandering. What do you think?
