What does 'well below the level of top management' mean is the sentence below? The decisions are not so wisely made, as those made by top management should be? Or the decisions are made by the people whose ranks are far below top management?

These decisions are made well below the level of top management.

The level of the people making the decisions is much lower than "top management." We don't know if they are good decisions or bad ones.
