There is no difference in meaning. 'Persons' tends to be used in more official contexts. A notice in a lift may read "This lift will take a maximum of eight persons". A policeman giving evidence may say "I observed the accused enter the establishment with three other persons". 'People' is always acceptable.

One use of "persons" is in police reports. An example would be "The house was burglarized by a person or persons unknown". In that case, "persons" is usually used instead of "people".
