Hi teachers,

"Many Embassies or Consulates recommend that appointments be made no more than 90 days from the intended date of travel, but some can make earlier arrangements for interviews."

What does the bold part exactly mean? Does it mean "within 90 days" or before 90 days?

90 days or less from the date you want to travel.

Yes, if you ignore the "but some can make earlier arrangements for interviews" which seems to make it possible.
Generally, after [90 days before travel] you can apply for an appointment. If the number of days is greater than 90, you can't apply yet.

When I first read this, I thought it meant "after" the intended date of travel. The sentence would have been clearer if "from" were changed to "prior to"/"before".

That would make it too easy. It's supposed to be Officialese.
