I cannot see what "for which no defect fixing is done anymore" works for.

What do you mean by "works for"?

If the defect isn't worth fixing, and hence no longer done/fixed/corrected, is it possible, then, to pay to have it fixed?

I would guess that 'defect-fixing' in this context is something that is done automatically when Windows does an automatic update to your computer.
If you are running Windows 3.1 or 95, then these operating systems are probably not automatically updated, that is, they are "versions of Microsoft Windows for which no defect fixing is done any more". The sentence means, "If I'm running Windows 95 (...) can I pay to get any defects fixed?"
