"the" and "time"
I tried to diagram it without anything having to be understood, but I ran into the problem of how to show the "since"
.

I felt that the subordinate clause modified "time" -- which time? -- and was acting as an adjective (in spite of the conjunction). I don't think it answers "when" about "has been".
