Default Help diagraming

hi iam Thanh Do, im from vietnam, i have to research about diagraming and there is 2 in mind, there are 2 of the same diagram, which one is right?

I would say the first one - because the phrase "in order to . . . . " answers the question of "why" for the verbs "do ordain and establish "

I think it is an adverbial phrase.

(I am not a teacher.)
