Role of 'of which'

Hi,

Please note the bold part in the following sentence. What is the role of this part? Is it acting as an appositive to ‘$20.6 million’?

The subsidy is expected to be approximately $20.6 million, of which $3.7 million is attributable to 2006 on an annualized basis.
