What is meant with "context dependent"?

The effects of Globalization are context dependent.

Hello, 'The French' from France, I think your sentence explain that the effects of Globalization depend of the situation of the world.

One easy example, when Russia cut the supply of gaz for Europe, the EU in this case depends of Russia.

Another example, if the China want more rice for feed the population, they buy a lot of quantity and the result is an increase of the level price of rice on the world.

There is a connection nowaday between the actions of each countries around the world.

I think it is the good meaning.

My understanding of the quote is that, the effects depend on the context. So, globalization refers to a trend of centralization but its effects vary from place to place and situation to situation. In the U.S., it might mean that there are less of certain types of jobs, and in an Asian country, it might mean that there are more of the very same types of jobs that there are less of in the U.S.
