Scotland is on/to the north of England.
Do native British English speakers use on or to in this sentence? Or both are used?

Hi joham,
I (not a native speaker, obviously) would say, simply, "Scotland is/lies north of England"

If you forced me to choose between your alternatives, joham, it could only be '...to the north...'

My personal choice is:
Scotland is lies to the north of England,
or, more formally, as in a lecture or article about the United Kingdom,
Scotland is lies to the north of England
