I do not understand the meaning of "tenders" in this context
Hi all. I am currently learning English using the Anki flashcards program. Whenever I come across a new word I look it up and add it to Anki. However, today I came across the word "tender[s]" and I do not understand it. I cannot find any definition of the word in context. Could someone please explain it to me.
The sentence of context is as follows (slightly altered): "France fears that Israeli access to CERN tenders could affect France's hi-tech industry.". The article from which the sentence was taken is here:

If Israel is a member of CERN, that means its citizens and its companies will be able to become suppliers to CERN. The French are afraid that this will mean less business for their high tech companies.
