I agree with bhai - the first two are grammatically correct. However, these sentences are unlikely to be uttered in real life, in my opinion. Depending on exactly what message the speaker wishes to convey, I feel that these are more likely:
I want you to cut my hair.
I want to have my hair cut by you.
I'll get you to cut my hair.
I'm going to have my hair cut by you.
The uncontracted 'I will have you do something' is correct, but uncommon.
