Canbridge Advanced Leaerners dictionary® defiines the phrasal verb put off thus:
    put sth offphrasal verb [M]
    Definition
to decide or arrange to delay an event or activity until a later time or date
The meeting has been put off for a week.
[+ -ing verb] I can't put off going to the dentist any longer.
(Definition of put sth off from the Cambridge Advanced Learner's Dictionary & Thesaurus © Cambridge University Press)

You can decide to do something on your own. You normally arrange with other people to do something.
