What is the function of redundancy ? When it's intential, it's to add emphasis. "Well, personally, I think..." it to emphasize that it's your own opinion and not necessarily shared by many, or even anyone else.

Should English learning student speak with redundancy too ? No, not unless it's to add emphasis. Examles like "whereas on the other hand" are NOT good style.
