In a sentence like, 'the government's ideas/decisions always .................. the people's', can I use any particular verb meaning 'is preferable to'? (I was wondering if 'dominates' could be a choice in this case.)
(Or, also I felt there might be a verb starting with out, such as outweigh or outdo, by which the government's ideas rule out those of others.)

1. Someone overrules Someone (Such as opinions, decisions, laws, etc.)
2. Something overrules Something (Such as MPs, ministers, etc.)


And, are there any informal verbs or phrasal verbs meaning the same?
