From what I have found as a general rule from one source is, when the "sense" is plural in the prepositional phrase e.g. "none of the cars", use a plural form of the verb and conversely, when the "sense" is singular e.g. "none of the information", use a singular form of the verb. So, go with "None of the cars are working".
