When I was 17, I learned this idiom; I know the meaning but I am seeking its correctness of the idiom please.

"Mitigated falsifier of veracity"
Means one is an absolute lier.

An absolute liar would be an "Unmitigated falsifier of veracity".
 
Even with Grumpy's corrections, I've never heard it before.
 
I've never heard it either. Sounds like something from PG Wodehouse...
 
This sounds more like a euphemism,circumlocution, or similar literary device rather than an actual idiom.
