b – finish
c- finished

My answer is a- had finished.
Is it the only correct answer?
 
No. C is also grammatical. Context determines which one to use.

I'll say again what I often say when we get questions like this. The whole idea of these multiple choice questions is that there is only one correct answer, so it doesn't make any sense to say that there is more than one.

What we can discuss is whether the question is well written. I think we'll agree that it isn't.

I would pick c (finished). That would be most natural for me. However, I wouldn't say that. I would say, "As soon as I finished writing the story ...."

A person could say he finished a story, book, article or whatever if he had been reading the story.
