What does <that is> mean there? Does it mean [something that is]/[that which is]? Is it redundant so as to be possible to be left out?

It's not redundant. It makes sure the reader parses it as ...

describing a state of being ... located between ...
not
describing a state of ... being located between ...

Sorry, but I'm confused why posting a question to different forums at the same time is not allowed. This does no harm to anyone.
More responses may give different perspectives on the same question. That's good.

Several members here are members of several other forums. It is intensely frustrating for us to spend time responding to a question here, only to find that it has already been answered on another forum.

If you don't receive a satisfactory response in one forum, then you can try another forum, but give a link to the original forum so that responders can see what has already been said. In that way we avoid unnecessary duplication of work.

In future, remember that there's no need to add a new post to a thread to indicate your understanding of/gratitude for a post. Simply add the "Like" or "Thanks" icon to the relevant posts. It saves time for everyone.
