Donnie: Basically, you know, if the kid was retarded, I would, you know, drive it up to the country and just, like, you know, open the door and say, "You're free now." You know, like, "Run free."

What does "drive it up to the country" mean?

He's referring to the child as "it". He is suggesting that if he had a "retarded kid", he would take "it" (him/her) out to the countryside in a car, open the door, and encourage the child to get out of the car and "run free". He would then just drive away (although this isn't actually stated, it's implied).

It's Donnie's suggestion of how to get rid of an unwanted "retarded kid".
