During contacts held with Western European countries in which our citizens densely live, it was pointed out that policy makers and media should refrain from statements and attitudes that would exacerbate xenophobia, discrimination and Islamophobia. It was stated that governments should never turn their counter terrorism operations into a war against Muslims, trust between immigrants and societies in which they live should be improved and education system should be regulated such that young generations are correctly taught about Islam, Muslims and the phenomenon of migration.

I wouldn't use in which our citizens densely live. How about with many Turkish citizens, with a high proportion of Turkish citizens/residents.
