Does "Get smart. Sign up for our newsletters" mean "Become smart by signing up for our newsletters (otherwise, you are not smart enough)"?
 
Yes, it is meant to encourage people to sign up. but there is no such implication as you suggested in brackets.

"Get smart" could be read in two ways (I don't know if that's what they were aiming for). It could mean "Do something intelligent - sign up to our newsletter". It could mean "If you sign up to our newsletter and read it, it will make you more intelligent".
 
Or Do what intelligent people do.
