2. to reach over

Also could you provide examples whrere the above expressions are being used?

"To reach out" is a phrasal verb, please look here:

"To reach over" is not a particularly common expression.

2. I reached over the table to get the salt.
I reached over the head of the person in front of me, in order to hit my friend (!)

It's not very common, it's true, but it can be used. I think some people would use "reach across" instead, especially in my first example.
