[Grammar] Preposition after the verb issue

He was issued (with) a passport.

Does the verb issue need a preposition here?
 
No. In fact, any preposition I can think of would be incorrect.
 
I think it sounds okay with with (Collins agrees) but it sounds slightly better to my ear with no preposition. I don't see why a preposition is needed.
 
I prefer it with 'with'.
 
I am used to hearing and using it with "with" but it's not incorrect without.
