For over half a year now, Du Min has grown into her new semi-routine: in the mornings, she sets up her artifacts shop—a rug spread on the sidewalk with some handmade wallets she only recently learned how to make—on the streets of Dali in Yunnan, China. Depending on her mood, she might roll up the rug at any time and just chill in this picturesque town.

Is the usage of "chill" here informal meaning "calm down and relax"?

But if it was an informal usage, can it be widely understood by native English speakers? Informal usages are highly regional, after all.
