Where did you find that sentence? Which version do you think would be wrong?

I've found that sentence in a book. It says using "needing" is correct.

It is a local book.

Hmm, does it not have those details I asked for above?

Of those two choices, only "needing" can make the sentence grammatical.

Thank you. Please remember to put the relevant information in post #1 in future.

sir, can you please explain briefly?

[STRIKE]sir,[/STRIKE] Can you please explain briefly?

Note my changes above. Please don't refer to users here as "Sir" (or "Madam"). It's overly formal and it suggests you think we are all men. We are not.

Which post were you referring to when you wrote that?

Re: The people badly needing/needed relief were gathering at the park ("Participle")

What you quoted in post #1 is an example of a reduced relative clause. The relative pronoun "who" (referring to people) and the verb "were" have been removed. Let's put them back and see which sentence works.

The people who were badly needing relief were gathering at the park.
Or
The people who were badly needed relief were gathering at the park.

We can clearly see that only the first one works.
