[Grammar] Travelled or Traveled

Travelled vs. Traveled. As far as I know is that one is an America spelling and the other is a British spelling. My question is there a rule to add double L? Like unrivalled.

In American English, the final consonant is not doubled if the last syllable of the root word is unstressed, unless not doubling would end up changing the sound of the vowel.

excelled (stress is on final syllable of "excel")
traveled (unstressed on final syllable of "travel")

but

kidnapped (because "kidnaped" would rhyme with "taped")
