I have a question: What does turning up a collar under a blazer mean? As in: "Dad, what do you think about that guy turning up his collar under his blazer?".

Where did you see this? I would guess that the meaning is literal.

They look like pajamas. The worst is when they’re worn with tuxedos. I can’t stand that. They look like the dirty undershirt Dean Martin wore in Rio Bravo.”

Look at the Wikipedia page about upturned collars here. The young man in the white baseball cap has turned up his collar under a tracksuit top. If he were wearing a blazer instead of a tracksuit top, he would be "a guy turning up his collar under his blazer."
