Why isn't an "on" before "Tuesday afternoon"? Is it optional there?

Correct. It's also optional in all the other places it appears.

However, beginner speakers should probably include it in all the places it appears and also add it before "Tuesday afternoon," since beginners won't have an intuition for whether omitting it creates confusion or sounds unnatural.
