What's the meaning of "Compliance is accomplished..."

I have cut some part of the first sentence.
I am confused what is the meaning of 'compliance is accomplished' in this context.
Does it mean "the government official will serve/respond to the registrant if the registrant files the form in electronic version"?

It means that the registrant must file an electronic Exhibit B form. One can assume there will be a response.
