No, the opposite. First the lecture, then the discusson.

No. As BarbD said, it's the opposite.

The lecture will be followed by a discussion = A discussion will follow the lecture.

To follow (in this context) = to come after
To be followed by = to come first and with something after

Come after in time, yes.

Active: A discussion will follow the lecture.
Passive: The lecture will be followed by a discussion.
