Throwing snowballs at someone

Can anybody think of any meaning this phrase could have other than actually throwing snowballs at someone?

Here's the passage in question:

"Face, you get us some digs and start throwing snowballs at the film commisioner. You're probably gonna have to scrounge a pot of stuff, since our client stiffed us."

My guess is that it means something like "blinding" someone in order to be able to con them better. Can anyone confirm this?

The whole passage is meaningless to me.
 
It's from the TV show "The A-Team".

I should probably also mention that "Face" is one of the main characters - the con man of the group.

Good to know that even you as a native speaker can't make much sense of this :)
