1. It was the hottest day on/off the year.
 
It was the hottest day of the year.
 
But,in my English book was writen:today is the hottest day on the year!

Well, there is a mistake in your English book. It was a misprint; it should be 'of' or, possibly, 'in'.

Unfortunately some English text books and some non-native English teachers make mistakes with prepositions. When we were living in France, my daughter (then aged 14) who was and is completely bi-lingual, was marked wrong for saying "I was born in November", the teacher said it should be "on".:-?
