I (not a native speaker, obviously) would say, simply, "Scotland is/lies north of England"

If you forced me to choose between your alternatives, joham, it could only be '...to the north...'

My personal choice is:

Scotland is [STRIKE]lies[/STRIKE] [STRIKE]to the[/STRIKE] north of England,

or, more formally, as in a lecture or article about the United Kingdom,

Scotland [STRIKE]is[/STRIKE] lies to the north of England
