Which one is correct?

Look up 'clothes'; it's probably what you mean. Ask again if you can't find examples.

In the continuous tense, may I say "he is dressing"? I could not find an example.

"On" can either put on before and after clothes?

Why we use clothes instead of cloth? It that because T-shirt and pant consider as two things.

Because clothes is the right word and cloth isn't.

Clothes is not the plural of cloth, it's a completely different word.

Clothes are what you wear, cloth is a fabric or a piece of fabric.

And cloths are several pieces of fabric, and you don't wear cloths.
And, for completeness, we don't have a singular 'clothe' as a noun; but to clothe (v) oneself is to put on clothes.
Also, you can make clothes out of cloth; you can make cloths out of old clothes. No doubt they have a similar etymology, but they are now different things.

He's getting dressed would be more natural.

Raymott is correct about the etymology. Originally, "clothes" was the plural of "cloth". When "clothes" developed its own meaning as "clothing", "cloths" became the plural of "cloth".
