Can one use:
1-I repaired my bike.
if one did not do the repairs oneself and had someone else do it?

If you wish your real meaning to be understood, "no" in both cases.

I had my bike repaired. I got my bike repaired.
I had my hair cut. I got my hair cut. I got a haircut.

But that doesn't stop people doing it, especially the second (in BrE).

Yes, and it has two meanings. I know people who cut their own hair.

I'm inclined to agree with Mike, although it implies that you did it yourself more with the "repair my bike" than "cut my hair."

I agree "Did you cut your hair?" probably means "Did you get your hair cut?" and you'll hear it in the form of a question, but not nearly as often as "I cut my hair" if you mean you had it cut.

I'd say "I'm getting my hair cut" or "I'm thinking about getting a haircut" not "I'm [thinking about] cutting my hair."

If you said to me "I repaired my bike" I would 100% assume you did it yourself.
 
In BrE, we don't hear "Did you cut your hair?" if we mean "Did you get/have your hair cut?" In fact, we don't generally use "Did you" for this at all. The more common question would be "Have you had your hair cut?"

It's more natural to say 'I cut my own hair because haircuts are expensive'.
 
Or "I cut my hair myself" but not "by myself". "By myself" means that you were alone when you did it. Although that might be true, it's not relevant. "I cut it myself" means "I did it. Someone else did not do it".
