"Line-up" usually refers to the members of a team or a competition in sports.
So, "brilliant line-up" means that the competitors participating in this car race are really good (probably also crème de la crème of their sport).

You should realise that magazine headings like this aren't sentences.
(and I think you do realise this by having capitalised all the main words, as headings do).
