"Two person bedroom with full lodging including use of hall, tea and coffee each day costs ...".

Does "full lodging" mean that all meals are provided?

It doesn't mean anything in the U.S. Perhaps it has some meaning in other countries.

I've never heard "full lodging" but it is obvious to me what it means, the expression in BrE is "full board", which means all meals provided.

So it is probably a mistake. It wasn't written by a native speaker.
