Can you say to a customer: 'If the payment were transferred already, we ask you to ignore this letter.' This is supposed to mean - if payment had already been effected, the customer should disregard the reminder. I don't understand the grammar in the first sentence.
 
'If the payment has been transferred already, we ask you to ignore this letter.'

This would be better.
