What does "low thing" mean?

Can anybody tell me what does low thing mean?
The situation is (if it's help)
Two parents are talking right after they knew that somebody killed their daughters' soccer coach. One of the parents knows that the coach was betting on his own team with another guy, and he saw that guy on a game with the coach. And that parent says:
"Probably doing another deal with the coach. Has to be just an incredibly low thing to do though."

So the parent means that what the coach did (I mean the betting) it wasn't a nice thing. Am I right?
